The Santa Clara County Housing Authority, VTA, Van Meter Williams Pollack, and Engage FORA are inviting community members to share ideas, priorities, and local insights for the proposed Hostetter Station Transit-Oriented Development (TOD). Your input will help shape affordable rental homes, resident amenities, open spaces, and connections to transit so the project can better serve future residents and the surrounding San Jose community.

Hostetter Station is a 2.3-acre VTA Park & Ride site in San José. It is served by the Orange Line Light Rail. VTA and Catalyze SV engaged with the community and found that affordable housing is a top priority for future site development.

/ Community Engagement Process
Design is better when diverse perspectives are at the table. Buildings that best provide for the needs of future residents, reflect their community and place, and are deeply valued by the community, are created by listening to those they strive to serve and including them throughout the design process.

✅Phase 1 / Connections Phase
We always begin community engagement by developing an understanding of the project’s context, including its location, history, and surrounding community. During the Connections Phase, we interviewed community leaders/organizations such as community organizations, non-profits, local businesses, and neighborhood leaders to gain hyperlocal insights.
✅Phase 2 / Listening Phase
The first public phase of community engagement process is the Listening Phase. This phase is about understanding the community’s collective values and visions. Your critical insights help ensure the project is designed to best serve its community.

Pop-up at Berryessa Citizens Advisory Council (BCAC)
Monday, February 9, 2026 | 7:30 PM | Berryessa Community Center
Purpose: Our team was invited by Valley Transit Authority (VTA) and the Berryessa Citizens Advisory Council (BCAC) to provide a project update and invite project neighbors to provide feedback on community-rooted values heard during previous engagement events, ranging from traffic and safety to neighborhood fit. Our team shared what we've heard so far, how it has shaped the initial project concept, and invited further feedback on the various subtopics.
Outcome: We reached ~40 participants at the event and gathered insight from the perspective of local residents.
Pop-up at San Jose Flea Market
Saturday, January 24, 2026 | 9:00am - 1:00pm | San Jose Flea Market
Purpose: To engage the broader Berryessa community and gather input to help shape the vision for the project. This pop-up was selected to reach broader Benicia residents at a well-attended, popular local event. Our team provided educational boards with project updates and activities.
Outcome: The Flea market did not allow incentives to draw participants in, such as raffles or food, but we still received interest from ~20 community members.
➡️Phase 3 / Co-creation Phase
We are now in the Co-creation Phase, which begins by reporting back the findings and major themes and values heard during the Listening Phase. A series of interactive design activities help inform the project design. Upholding a process based on transparency and integrity, the design team will describe the requirements and key design drivers for the development and only present feasible options.

Past Listening Phase Events / Engaging with local families
Viva Calle Pop-up
Sunday, April 19, 2026 | 10:00am – 3:00pm | Cimarrón Park, San Jose
Background: Viva Calle is an annual, family-friendly open streets program ran by the City of San Jose. Streets are shut down and participants walk and bike between HUBs. Due to the transit-oriented, family-friendly nature of the event, our team chose to attend the closest HUB to the project site.
Outcomes: Participants were highly engaged; reaching ~109 people throughout the day from a wide variety of ages and ethnicities, families, and cyclists.
Berryessa Library Pop-up
Tuesday, June 9, 2026 | 10:00am – 3:00pm | Berryessa Branch Library
Background: During our stakeholder interview series, we learned that the Berryessa Library was a place where local families and community members were highly engaged. We arranged to host a pop-up during a variety of family-oriented library events, namely Family Storytime.
Outcomes: Families who arrived early engaged before the Family Storytime event, while the majority of participants stopped on their way out. Positioning ourselves in the lobby, near the entry to the Storytime event, contributed to the event’s success, helping us reach ~23 participants.
🔜Phase 4 / Accountability Phase
The Accountability Phase is a robust effort to gather and organize the valuable feedback we receive from the community throughout the engagement period, distill it into key themes and values, and clearly document how those insights are integrated into the project design. Once complete, a final report will be linked below highlighting the priorities and perspectives shared by the community and illustrating how input has meaningfully shaped the project.
